The Director of Finance & Controller is responsible for the College’s accounting practices and policies, fiscal controls, maintenance of fiscal records and assists with the preparation of monthly and annual financial statements and reports and financial analyses. The Director of Finance and Controller position oversees the Accounting and Payroll departments and serves as the financial contact for all third party vendors who provide services to the College.

Occasional meetings at different CCC locations and in the community may be required; travel to conferences and/or recruiting events may be required

Essential Functions

Finance, Budgeting & Fiscal Controls (90%)Finance & Budgeting
  • Direct and manage the operation and personnel of the following financial functions: accounts payable, payroll, general ledger, capital, agency and grant accounting, and budgeting; manage the functions relating to the College’s restricted and agency fund, ensuring that payments are transferred to parties in an accurate and timely manner.
  • Manage the Accounting and Payroll Department budgets.
  • Attend all finance committee, audit committee and full RBOT meetings, prepare reporting and answer questions as required.
  • Assist with the production of timely and accurately monthly, quarterly and annual financial statements and related reports, as well as ad hoc financial reports and analyses for internal and external users (including senior management and the Regional Board of Trustees) to support institutional financial and strategic decision making.
  • Assist the Development Foundation and Housing LLC auditors in their year-end closing.
  • Assist with the budget process, including: monitoring progression during the development cycle to ensure accuracy, completeness and timely completion; correlating the budget with institutional priorities and strategic initiatives; ensuring that the process and related financial planning meet the financial resources.
  • Perform research, analysis and documentation as needed.
  • Fully utilize technology and efficient and effective business practices in the design and delivery of services; assist with key research and planning functions related to the design and upgrading of information systems for assigned areas of responsibility.
  • Oversee maintenance of the Banner financial and payroll systems and participate in scheduled software testing requirements and upgrades.
 
Fiscal Controls
  • Maintain the integrity of the College’s financial systems, transactions, records and reports.
  • Develop, recommend, document and implement financial and accounting plans, policies, procedures and guidelines to ensure that the College’s resources are appropriately controlled and recorded in accordance with GAAP and federal and state laws and regulations.
  • Plan and coordinate the annual external audit of the College’s financial statements and the A-133 compliance audit.
  • Ensure compliance with federal, state, local and territorial audit and tax laws and filing requirements, including: annual IRS Forms 990 and 1099-Misc and related state tax filings.
  • Ensure that the ongoing financial commitments of the College are handled in a timely and accurate manner through oversight of the various disbursement functions and internal controls.
  • Oversee the College payroll to ensure that earnings and deductions are accurate and completed in a timely manner, in compliance with federal, state and local laws, labor agreements, and College policies.
  • Keep abreast of current developments in GAAP, state and federal governmental regulations and higher education practices related to accounting and fiscal matters.
Personnel Management (10%)
 
Leadership & Personnel Management
  • Manage Finance Department direct reports such as Payroll Coordinator, Senior Account Clerk, and Grants Fiscal Analyst
  • Perform customer service oriented leadership which promotes and encourages staff cooperation and open communication to foster collaborative working relationships between assigned departments and all other areas of the College.
  • Assures the effective use of human resources  by directing, training, motivating, and evaluation of assigned staff. 

Required Knowledge, Skills, and Abilities

  • Advanced knowledge of generally accepted accounting principles, fund and grant accounting
  • Excellent management, organizational, analytical, interpersonal communication, and writing skills
  • Demonstrated proficiency in the use of personal computers and spreadsheet software with the ability to produce complex financial analyses and reports

Minimum Qualifications

  • Minimum of Bachelor’s degree and preferred to be in Accounting, Finance, or related field
  • Minimum of 3 years of progressive responsible experience in a full-charge accounting office
  • Minimum of 3 years of successful supervisory experience in the areas of finance, accounting, accounts payable, student accounts and/or payroll
 Preferred Qualification:  
  • Experience in higher education, governmental, or not-for-profit finance
  • Experience with Banner Financial and Student Accounts systems
